Are you using the windows 98 add/remove program icon to create a
startup disk?
If so, is it asking for the windows 98 CD or does it seem to be
running off of the hard disk?
If it is asking for the CD, then the CD might be damaged.

You can create a windows 98 boot disk using the windows 98 CD.
There is a program to create a boot disk at:
D:\tools\mtsutil\fat32ebd\
Where D is your CD ROM drive.
The file fat32ebd.txt contains instructions on using the program.
